Human Rights Roundtable – Spanish Presidency of the EU

Amnesty Internacional hopes that, through the organization of this roundtable discussion in the Congress of Deputies, we can create a space for dialogue with Spanish parliamentarians and evaluate the steps being taken during the first months of the Spanish presidency of the EU in terms of human rights. To this end, the idea is to allow representatives of victims, civil society organizations and the parliamentarians themselves to have a voice on the topic. Finally, as a means of concluding the roundtable, we will identify human rights issues on which the Spanish presidency should take a more active role during the second semester of its term.

最高裁に係属中の名張毒ぶどう酒事件に関連しては、最高裁決定を前に、国際社会の関心が高まっているところですが、このたびEU(ヨーロッパ連合)議長国であるスペイン政府およびスペイン議会が国際人権団体アムネスティ・インターナショナルの仲介により、EUとして緊急に対処すべき人権問題として、名張事件についての事情聴取を行うことになり、当職が弁護団を代表して来週、スペイン政府等での名張事件に関するヒアリングに出席することとなりました。

つきましては、本件について日程の詳細をお知らせするとともに、可能であれば現地ないし日本において取材・報道いただきたく、お願い・御連絡する次第です。

　EUは様々な課題を抱えていますが、人権問題とりわけ死刑問題は重要課題として取り組まれており、アムネスティ・インターナショナルなど国際人権団体は、最も危機にさらされた人々のためにEU議長国が行動すべきだ、と提案をしてきた結果、奥西勝死刑囚が最も危機にさらされた人の一人と位置づけられ、今回のヒアリング開催に至ったものと理解しています。

スペインでは、名張事件について、外務省および議会での事情聴取が予定されています(マドリッド)。議会でのヒアリングで現在予定されているのは、名張事件および米グアンタナモ基地被収容者の事件の二件です。また現地記者会見(マドリッド)、市民集会(オビエド)も予定されています。
